FARR as an NGO has been working for the poorest and the marginalized people like the tribal SC and the women to free them from the clutch of poverty since its inception in Kalahandi, Orissa. As a main program in its drive, activities on grain savings and credit have formed on integral part of its work experience but even so micro finance activities as a specialized task requiring special skill was taken up by it as late as July 2000 with the objective of building up community financial institutions by women that would hit at the root of poverty and help them to break the existing exploitative non responsive market system and would set into motion a competitive order. It would also provide the poor women an option for credit, which is non-existing at the moment besides addressing a number for their other social issues. It is hope that through this process of savings the poor women will attain self-sufficiency, self-respect, sustainability, and security at large. The above contention forms a theoretical framework to initiate a process of empowerment of the women through financial self-sustainability yet, in the context of a state of a object poverty in Kalahandi with more than 80 % people living below poverty line, it through its own dynamics can un settle any program owing to a number of hidden inherent pitfalls . All in all, the bottom line of challenge in Kalahandi is that a process of savings had to be initiated among people who are engaged in the process of elementary survival .
During this period of activities, FARR entered into a partnership with CARE Orissa through their CASHE project. The mission of the FARR CARE CASHE Project is an out come of our combined experiences. Which has been successfully implemented with in the last five years.
In building community organizations for managing peoples own micro finance affairs cluster level organizations were formed at GP level. By taking 4 to 5 clusters a cooperative was formed. An apex level micro finance institution i.e. Mahashakti Foundation has been formed to monitor and coordinate all activities of these cooperatives..
